There is three ways to waterproof a basement
Type A TANKED PROTECTION
Type B STRUCTURALLY INTEGRAL PROTECTION
Type C DRAINAGE CAVITY
Planning permission is not usually required, providing the work is internal and does not involve enlarging the building. However as you plan to change the elevation of a house then yes Planning permission is required for this.
This is a complexed question. If you want to use it as a separate dwelling it must obtain planning permission from the council and must meet the London Plan minimum standard for a Studio or one bedroom flat. Our architectural designer can help you with all planning requirements
Of course your can however this may not be the best place for security purposes or layout. Every house is different and we would need to visit your property to asses where the natural light will enter the basement. If the natural light is entering the basement where the garage stairs will be positioned we would advice against this because natural lighting into basement is very important.
